德宏州环境监察执法存在的问题及对策措施

The Problems of Environmental Supervision and Its Countermeasures in Dehong

分析了德宏州环境监察执法存在的主要问题,认为产生问题的原因主要有:个别基层环保领导者对环境监察的认识不充分;环境监察机构的管理体制仍不够健全;投入到环境监察工作的经费不足,导致环境监察能力建设滞后;环境监察部门执法过程中,不能很好地实现真正统一的监督管理;环境监察执法人员业务水平参差不齐。提出对策:建立科学的环境监察与环境监测联动机制;提高监察人员的素质;改进环境执法方式和创新形式;规范执法程序,全面提高监察执法水平。

Environmental supervision faced many problems in Dehong. The reasons were identified including the lack of environmental supervision awareness of governor,the imperfection of management rules of environmental supervision unit,the shortage of fund of environmental supervision causing poor ability of environmental supervision,the difficulties of realizing unified supervision and management during the process of environmental management,and the uneven abilities of environmental supervision officers. Countermeasures were put forward involving building up scientific linkage mechanism between environmental supervision and environmental monitoring,improving the quality of supervision officers; enhancing the ways of environmental supervision,and regulating the process of environmental supervision.
