移动通信基站项目环境影响评价存在的问题及建议

Problems and Countermeasures of Environmental Impact Assessment of Mobile Communication Base Station in Kunming

分析了移动通信基站项目环境影响评价的现状及环保管理存在的问题,提出建议:明确移动通信基站环保责任单位;项目环评早期介入;改进环评方式;基站选址改进;统一完善管理要求;对部分移动通信基站予以豁免管理;加大移动通信基站影响基础研究及宣传工作。

Environmental Impact Assessment（ EIA） and environment protection of mobile communication base station have become more and more difficult. This paper deeply analyzed the present conditions of EIA of mobile communication base station and the problems of the environment protection management. Suggestions were put forward as follows. The environmental protection responsible unit of base station should be clear. EIA should be implemented as early as possible. The ways of EIA needed to be improved including the way of station sites selection. Unified management requirements should be made. Some specific base stations could be exempt from administrative management.
