摘要 [目的/意义]为了探讨适合大数据环境和情报工程背景的应急情报需求开发范式。[方法/过程]分析了应急情报需求工程化的必要性、含义和特征,以情报工程方法为视角,即"事实数据"+"工具方法"+"专家智慧"的基本流程,探究了大数据环境下应急情报需求开发模式及要素,并从学科视角和政府视角提出了推进策略。[结果/结论]应急情报需求开发工程化范式契合了应急情报快速响应的要求,符合用数据说话的时代要求,丰富了情报工程的理论体系。 [ Objective/Significanee] In order to explore the paradigm of requirements development of emergency intelligence under the background of intelligence engineering in big data era. [ Methods/proeess ] The necessity, meaning and characteristics of the engineering of intelligence requirements are analyzed, and the development mode and its elements of engineering of emergency intelligence requirement in big data environment are explored based on the basic process of intelligence engineering, that is, "factual data" + "tool method" + "ex- pert wisdom" ; and the promotion strategy is put forward from the perspective of the discipline and the government. [ Result/conclusion] The development paradigm of engineering of emergency intelligence requirements engineering fits the requirements of emergency response, meets the times requirements of speak with data, and enriches the theoretical system of intelligence engineering.
