国际开放存取期刊数据政策调查分析——以BioMed Central期刊为例

Research on the Data Policies of International Open Access Journals:A Case Study of BioMed Central

[目的/意义]在OA期刊影响力与质量不断提高的背景下,通过开展国际OA期刊数据政策调研,以期对我国科研人员投稿及我国OA期刊的发展建设提供指导意见。[方法/过程]首先根据《OA期刊排行榜报告》确定有代表性的研究对象,再依据数据政策研究框架对OA期刊开放数据、版权许可等相关方面的政策与声明进行内容分析与解读。[结果/结论]国际主流OA期刊的数据政策目前已比较完善,我国OA期刊在数据政策的制定中应加强数据规范、审查、存储、权益保护等方面的建设,提高数据政策研究的实证性、加强与机构知识库合作、增强OA期刊的社会认同度、以及确立通用的数据标准。

[ Purpose/Significance] With OA journals＂ impact and quality constantly improving, this paper investigates international OA journals in order to provide guidance for researchers contributing their papers and OA journals＂ development and construction in China. [ Method/Process]The representative research objects were determined according to the Ranking Report of Open Access Journals, and then the policies and statements about open data and copyright license of OA journals were analyzed and interpreted based on the analysis framework of data polices. [ Result/Conclusion] The data polices of mainstream international OA journals are quite perfect up to present, and Chinese OA journals should highlight data requirement, examination, storage and rights protection in the policy-making process so as to promote positive research of data policies, strengthen cooperation with institutional repository and enhance the recognition of OA journals. establish universal data standards.
