农村互助养老模式的建立是解决农村老年人养老问题的一个创新,西安市农村互助养老模式处于探索阶段,在管理体制、资金保障、人员配备、服务内容等方面还存在着一些急需解决的问题,还需要从政府决策、保障、文化、养老需求、参与、制度与规范七个方面进行管理与创新。因此,要加强宣传,在全社会倡导尊老敬老的社会氛围,立足农村养老需求和实际,创新农村幸福院的服务功能;成立互助养老指导中心,加强幸福院工作人员的培训与学习,组织专业队伍对幸福院进行等级评估,积极探索提高村干部参与幸福院工作积极性的激励机制以及幸福院安全事故防范机制,逐步建立政府投资为主与多方资金筹措相结合的幸福院运行资金保障机制。

The establishment of the rural mutual -aid mode is an innovation to solve the elderly problems in the countryside, and the ru- ral mutual -aid mode in Xi＇an is at the exploration stage. There are some urgent problems of the management system, fund security, personnel allocation, and service content. The management and innovation are carried out from the following aspects; that is, decision-making, security, culture, pension needs, participation, systems and norms. So we should strengthen publicity, advocate the social atmosphere in the whole soci- ety, based on needs and reality of rural pension, innovate the service functions of the rural happy courtyard, and establish the guidance center. In addition, it is crucial to strengthen the training and study of the staff of the nursing home, organize the professional team to evaluate the wel- fare institution, actively explore the incentive mechanism to improve the work enthusiasm of the village cadres and perfect the safety accident prevention mechanism, in order to gradually establish the fund guarantee mechanism, which may combine the government investment with the multilateral fund.
