摘要
自珠江—西江经济带上升为国家战略以来,招商引资虽取得可喜成绩,但也存在诸多问题。珠江—西江经济带地市级政府、产业园区、招商引资工作人员工作胜任力、招商引资绩效之间存在复杂的关系,对经济带招商引资成效产生影响。基于此,应从提升招商引资工作人员的工作胜任能力、组建地市级政府招商咨询委员会、强化地市级政府在招商引资过程的作用、改善招商引资工作的环境、侧重产业园区在招商引资过程中的微观服务和管理、制定科学合理的招商引资考核指标体系等方面来提升珠江—西江经济带地方政府招商引资工作水平。
Since the Pearl River -West River Economic Belt rose to be a national strategy, the investment has made gratifying achievements, but there are also many problems. There is a complex relationship between the local government, industrial parks, invest- ment staff, job competence and investment performance of the Pearl River -West River Economic Zone, which has a bearing on the ef- fectiveness of economic investment. Based on the outcomes, this paper proposes the suggestions to promote the level of attracting invest- ment of local government in the Pearl River - West River Economic Belt, that is, promoting the competence of investment staff, format- ting investment advisory committee of the municipal government, strengthening the role of the municipal government in the process of at- tracting investment, improving the investment environment, focusing on micro service and management of industry park in the investment process, formulating scientific and rational investment assessment index system and so on.
