金寨是著名的革命老区、国家级贫困县、大别山区域发展与扶贫攻坚规划县,一直是全省乃至全国扶贫攻坚的重要战场,贫困面大,贫困度深。产业扶贫是金寨脱贫的必由之路,是解决生存问题并实现发展的根本手段。光伏产业是在金寨复杂、艰巨而长期的扶贫局势下实施的一项重要举措。全国光伏扶贫试点县金寨历经几年的发展,取得了一系列成功的经验,成为类似全国贫困地区的范例和样板。本文深入探析金寨县实施光伏扶贫的背景和动因,全面考察其光伏产业的开展情况,系统探究光伏项目落实过程中存在的问题,提出富有针对性的建议和对策,以为该县"光伏扶贫"建言献策,以期达到更好的扶贫效果,使"光伏扶贫"真正成为促进脱贫的有力举措。

Jinzhai is a famous old revolutionary base areas, the national poverty counties, the development and poverty alleviation planning County of Dabie Mountain area. It has been an important battleground for the province and even the national poverty alleviation with a large poverty-stricken area. Industrial poverty alleviation is the only way out of poverty in Jinzhai and is the fundamental means to solve the problem of survival and development. Photovoltaic industry is an important measure to implement the complex, arduous and long-term poverty relief situation in Jinzhai. After a few years of development, the national photovoltaic poverty alleviation pilot county, Jinzhai, has made a series of successful experiences, and has become a model of the poor areas in China. This paper made an in-depth analysis of the background and motivation of the implementation of photovoltaic poverty alleviation in Jinzhai and a comprehensive investigation of the development of photovoltaic industry. The research aims to explore the existing photovoltaic project system implementation process problems, and put forward suggestions and countermeasures for the county ＂photovoltaic poverty alleviation＂ policy in order to achieve better effect of poverty alleviation and to make the ＂photovoltaic poverty＂ truly become a powerful measure to promote Dovertv reduction.
