面向政府决策服务的新型智库建设:重点、问题与路径——兼以高校智库为例

当前,面向政府决策服务的新型智库建设正处于加速发展时期,具有十分迫切的社会需求和重大的现实意义。新型智库在提供基础研究支撑、政策解读评估、开阔视野、中长期规划编制等方面发挥着积极而重要的作用。但是,新型智库服务决策也需要克服研究内容不深、实践应用不实、体制机制不活等一系列制约性问题。必须从政府和智库两方面入手,进一步深化思想认识,完善体制机制,搭建有效平台,扩大推介转化,提升能力水平,逐步形成有助于推动政府决策科学化民主化法治化的新型智库服务新局面。

At present, the University think tank for the government decision-making service is in the accelerated development period, with a very urgent social needs and significant practical significance. The University think-tank plays an active and important role in providing basic research support, supporting interpretation, opening up the field of vision, planning and so on. However, the think-tank service decision needs to overcome a series of restrictive problems, such as inadequate research contents, impractical application and rigid systems. It need to start from both government and think-tank, to further improve the institutional mechanisms to utilize full of talent, to gradually form a new situation of the government and to help to promote scientific and democratic decision-making of the rule of law in Colleges and universities think-tank service.
