效率差价值视角的期刊数据库价格及其约束机理探析

An Analysis of the Price and Constraint Mechanism of Journal Database from the Perspective of Efficiency Difference Value

期刊数据库的出现使科研工作效率倍增,但连年大幅涨价,又使知识获取代价高昂,数据库的价格成为必须理性评估的现实问题。提出效率差价值视角的期刊数据库价格评估思路与方法。通过对比分析与实例求证,得到互联网环境下,拥有数据库全文获取权与否,订阅者获取文献的效率差价值估计,并据此导出能够约束数据库价格的图书馆资源建设要素和信息产业结构条件,给出图书馆构建基本齐全纸本资源的可持续发展战略的建议,提出干预容易滋生资源独占的信息产业结构模式的观点。

Although application of journal database has greatly improved the efficiency of scientific research work,the data providers keep substantially increasing its prices so that access to knowledge turned out to be very expensive. The price of the database has become a realistic problem that must be clearly understood and rationally solved. This paper introduces the idea and methods of evaluating the price of the journal database from the perspective of efficiency difference value. By comparison and verification,we can get the estimated value of the efficiency difference of the subscribers＇ access to the full text of the database or not in the Internet environment and concludes the price constraints on library resources and information infrastructure construction. It is suggested to complete the fundamental paper-based resources for sustainable development of the library. Interference is also needed to prevent resource monopoly,which is easily bred in the current ill-structured information industry.
