群体性治安事件是一个复杂的社会问题,是各种社会矛盾的综合表现形式,有着深刻的政治和经济原因,处置工作涉及面广、政策性强。在当今国际恐怖主义严峻形势之下,如果缺少有效的防范治理机制,一国国内的普通群体性事件有可能发展演化成为暴力恐怖袭击活动,对国家稳定以及社会安定团结局面造成威胁。当前中国社会面对公共安全如何改革和完善自身的反恐机制与政策?今天中国参与国际反恐体系的总体架构又是如何完善起来的?文章试图解析这一发展脉络。

As a complicated social problem, mass public security incident is the comprehensive reflection of various social conflicts and has profound political as well as economic roots. The handling of mass public security incident involves many aspects and has strong political color. At present with the threat of international terrorism, if there were no effective defense mechanism, domestic mass incidents would probably evolve into violent terrorist attacks and would threaten national security and social stability. When faced with public security, how does China reform and improve its anti-terrorism mechanism and policy？ How does the framework of international anti-terrorism mechanism in which China is involved become perfect？ This paper attempts to analyze the development process.
