国家精品开放课程评价机制调查与反思

A Survey and Reflection on the Evaluation Mechanism of the National Excellent Open Courses

自2003年以来,教育部先后评选出7807门国家精品开放课程,时至今日其应用状况和影响效果如何却不得而知。文章采用问卷调查方法,对全国25个省市自治区136所高等院校中近300名精品开放课程的管理者、开发者和使用者进行了随机抽样调查。研究发现,当前国家精品开放课程的应用效果、共享状况和实际影响仍需进一步提升,亟待建立一套涵盖精品开放课程建设效率、应用状况、实施效果和教/学影响等方面的长效评价机制,从而为"十三五"期间国家精品开放课程的持续改进和广泛应用提供有力的保障,为高等教育创新人才的培养创造更好的资源环境。

China’s Ministry of Education has selected 7807 national excellent open courses（NEOCs） since 2003.However,the application situation and influencing effect of these courses is not known.This paper investigated the administrators,developers and users of approximately 300 NEOCs’ from 136 universities throughout 25 provinces in China using the questionnaire method.The result found that the application effect,sharing status and actual impact of NEOCs needed to be further improved.In addition,it is urgent to establish a long-term evaluation mechanism,which coverd the aspects of the construction efficiency,application situation,implementation effect and teaching/learning effect of NEOCs.These results could provide strong guarantee for the continuous improvement and widespread use of NEOCs during China’s 13th Five Year Plan and creat better resource environment for the cultivation of advanced education innovation talents.
