摘要
"双一流"建设受到公地悲剧、逆向选择和"搭便车"框架的宰制。无论是公地悲剧还是逆向选择抑或是搭便车理论或行为,都与人的逐利性无法分开,人的经济理性决定了人们可能会选择最利于个体的方式行动。利益冲突蕴含利益一致,通过不同层面的制度设计和个体的德性规约等方式,公地悲剧、逆向选择和"搭便车"行为能在"双一流"建设中得到有效的规避。
The "double top"construction restricted by the tragedy of the commons,adverse selection and "free rider"framework of domination. Both the tragedy of the commons or the converse choice,or the theory or behavior of free riding can not be separated from human profit seeking. The economic rationality of man determines that people may choose the most beneficial way of action. Conflicts of interest contain interests,and through the system design of different levels and individual moral stipulation and so on,the tragedy of the commons,the adverse selection and the "free rider"behavior can be avoided in the construction of "double first-rate".
