基于生态功能保护的重庆市生态保护红线管控浅析

Exploring Supervision of Ecological Protection Red-lines Based on the Protection of Ecological Function for Chongqing

生态保护红线是保障区域生态安全的底线,体现了国家以强制手段实施生态系统综合管理的政策导向。本文结合重庆市生态保护红线划定方案,突出以水源涵养、生物多样性维护和水土保持三类生态保护红线区生态功能保障为核心,在摸清生态保护红线区生态环境现状的情况下,明确了不同生态功能红线区的管理要求和保护方向,为重庆市生态保护红线管理提供科学参考。

Ecological Protection Red-Lines play an important role in ecological security and environmental protection in China, which has developed into a national eco-environment protection planning system. The paper aim to promoting the development of polices for ecological protect red line management for Chongqing. It is considered that ecological protection red line management should highlight ecological function protection, and make different management requirements and protection strategies in the water conservation, biodiversity maintenance and soil conservation Red-line areas based on find out the eco- environment situation.
