公益性体育设施项目PPP模式回报机制研究

Research on the Investment-Return?( I&R) Mechanism of Public Sports Facilities PPP Projects

采用理论与案例分析相结合的研究方法探讨了公益性体育设施项目PPP模式的回报机制,目的在于解决对社会资本的激励问题。研究发现基于绩效评价的政府付费机制是一种有效的激励方式,并有助于改善公共体育服务的供给效率,研究结论可为地方政府今后开展公益性体育实施项目PPP模式提供可行的建议。

This paper uses the theory and the case combined to study the investment - return （ I＆R ） mechanism in the PPP projects of public sports facilities, aiming at solving the problem of motivation for the social capital. The study finds that the government payment based on the performance evaluation is the effective way of motivation and conducive to improve the supply efficiency of public sports service. The conclusions of this paper can be used as feasible suggestion to support the development of public sports facilities PPP projects.
