Research on Increasing the Income of Rural Residents Continuously and Quickly——Taking Hunan Province for Example

农村居民收入要持续快速增长,面临诸多约束点:工资性收入增长主要受国民经济增速放缓、劳动力素质偏低和数量趋紧的约束,经营性收入增长主要受农业生产资源稀缺、农产品价格难以提升的约束,财产性收入增长主要受制度缺陷和基础设施不足的约束,转移性收入主要受农村社会保障不完善和农业补贴不足的约束。要实现农村居民收入持续快速增长,必须加快城镇化的发展,提高农民工和农民素质,健全劳务输出服务体系,增加农村居民的工资性收入;推进农业供给侧结构性改革,多措并举增加农产品产量,促进农产品价格提升,增加农村居民的经营性收入;完善农村土地、宅基地和房屋管理制度,深化农村金融改革,增加农村居民的财产性收入;完善农业补贴制度、社会保障制度和农村灾害保险救助体系,增加农村居民的转移性收入。

The income of rural residents should be sustained and rapid growth, but faced with many constraints ： the wage growth is mainly affected by the national economic slowdown, the low labor quality and quantity of tight constraints ; the operating income growth is mainly constrained by the scarcity of agricultural production resources, agricultural products prices dif- ficult to improve; the property income growth is mainly constrained by the institutional defects and inadequate infrastruc- ture ; the metastasis income growth is mainly constrained by the imperfect rural social security and agricultural subsidies. To achieve sustained and rapid growth of income of rural residents, we must accelerate the development of urbanization, improve the quality of rural residents, improve the service system of labor export ; promote agricultural supply side struc- tural reforms to increase agricultural production, increase the price of agricultural products; improve the rural land, resi- dential land and housing management system, deepen rural financial reform; improve the agricultural subsidy system, social security system and the rural disaster insurance relief system.
