A Study on the Preservation System of Historic Buildings and Historic Districts in Guangzhou

分析历史建筑、历史风貌区保护的制度障碍,在平衡保护与发展、责任与权力、政府与社会三方关系的前提下,探讨广州保护制度设计的创新;确定基于遗产保护体系和地方特色的认定标准,建立预先保护和征收前调查机制,简化审批流程和鼓励合理利用,保障产权人和开发主体的合法权益,建立部门联动机制促进社会共同参与,并展望了未来遗产保护制度设计的方向。

With an analysis of institutional impediments for the preservation of historic buildings and historic districts, the paper contends for innovation in the design of preservation system in Guangzhou, taking into account the balance between preservation and development, responsibilities and authorities, government and society. Examples include a new system of recognition based on heritage preservation system and local characteristics, the mechanisms for preparatory preservation and pre-levying investigation, simplification of governmental procedures, encouragement of reasonable use, protection of the legal rights of the owners and developers, and a cross- departmental co-operating mechanism to promote social participation. It also presents the prospective trends for future institutional design of heritage preservation.
