公民参与腐败治理是不断发展的社会主义民主政治的内在要求,对推动我国廉政建设具有重大意义。但是,由于公民权利与政府及其官员权力不对称,公民参与腐败治理的具体制度安排不足,公民参与腐败治理的激励机制、保护机制及回应机制不健全等因素的制约,中国公民参与腐败治理仍面临着许多制度困境。应通过建立健全政府信息公开制度、优化公民参与腐败治理的具体制度安排、完善激励制度和保护制度等,破解公民参与腐败治理的制度困境。

Citizen's participation in corruption governance is the inherent requirement of the development of socialist democratic politics,which is of great significance to promoting the construction of a clean and honest government. However,due to the asymmetry between civil rights and the power of the government and its officials,inadequate institutional arrangements for citizens to participate in corruption governance,inadequate incentives for citizens to participate in corruption governance,and inadequate protection mechanisms and response mechanisms,Chinese citizens' participation in the corruption control still faces many system barriers. We should crack down on the institutional dilemma of citizens' participation in corruption governance by establishing and perfecting the government information disclosure system,optimizing the specific institutional arrangements for citizens to participate in corruption governance,perfecting the incentive system and protecting the system.
