市区一体化环境共保机制研究——以温州市区为例

A study on the mechanism of environmental protection of urban integration-A case study of Wenzhou City

温州市区下辖鹿城、龙湾、瓯海、洞头等四区以及温州经济技术开发区、生态园和瓯江口新区等三个市级功能区。一直以来,市区生态环保工作遵循"属地管理、政府负责、部门指导"的原则,实行"以块为主、条块结合"的运作模式。

Wenzhou City, under the jurisdiction of Lucheng, Longwan, Ouhai, Dongtou four districts and Wenzhou Economic and Technological Development Zone, ecological park and Oujiangkou New District and other three municipal functional areas. All along, the urban ecological environmental protection work to follow the “territorial management, government responsibility, departmental guidance” principle, the implementation of “block-based, combined with the block” mode of operation.
