论经济特区的自主性体制创新

On the Necessity to Create Institutional ＇Dividend＇ through ＇Independent Institutional Innovation＇ in Special Economic Zones

制度变革的任务是通过推进制度演进，实现新的制度均衡，在旧的非均衡制度到新的均衡制度之间创生发展的新动力，由此推进社会与经济发展。在这一阶段，经济特区理应走自主性体制创新的制度改革道路，在探索中发挥新的作用。

The task of institutional reform is to realize new institutional equilibrium through promoting institutional evolution and to create new development driving force between old non-equilibrium institutions and new equilibrium institutions, and thereby to promote economic and social devebpment. At this stage, Special Economic Zone should choose an institutional reform route of independent institutional innovation and phy a new role during the process exploring the market of China.
