高校不合格学生党员退出机制探讨

Investigation into Unqualified Party Member Exit Mechanism of University Students

全面从严治党是"四个全面"战略布局的重要组成部分。近年来,全国每年新增党员中高校学生党员占1/3以上,其质量关系着党的肌体健康,因此不合格学生党员退出机制建设成为高校党组织加强学生党员队伍建设的重要工程。在退出机制的建设中,应坚持以党章和党内法规为依据,坚持以事实为根据,坚持公开、公正、公平,既要维护党的纪律,也要维护党员的合法权益。要建立科学的退出标准和公正、公开的退出程序,并重视退出后的干预和关怀,使不合格党员退出工作常态化、制度化。

Comprehensively strengthening Party discipline is one of important parts in the＂Four Comprehensives＂strategic blueprint. In recent years,Party members from university students make more than one third among the total new Party members,and their quality relates to the healthy development of the Party. Therefore,developing Party exit mechanism of unqualified university students becomes an important program of university Party organization for strengthening the building of student Party member team. It shall adhere to the Party constitution and relevant Party rules as the legal basis,and persist in facts and the principle of open,justice and fairness. It is necessary to safeguard the Party discipline,but also the legitimate rights and interests of Party members. At the same time,it shall establish scientific exit criteria and fair and open exit procedures,and pay attention to the post-exit intervention and care so as to normalize and institutionalize Party exist mechanism.
