History and Development of Forensic Expertise of Road Traffic Accident in China

回顾了我国道路交通事故鉴定的发展历程,总结了当前道路交通事故鉴定行业面临的发展困境,分析了日益增长的鉴定需求与鉴定类别项目不健全的矛盾、证据要求不断提高与鉴定相关技术标准缺乏的矛盾,以及鉴定机构数量呈快速发展与多部门协同监管不足的矛盾。结合当前事故处理工作需求及技术条件的发展变化,从技术、管理等多个维度对道路交通事故鉴定行业未来发展进行了分析和展望,提出了从法律依据、技术支撑、监管机制等方面完善构建道路交通事故鉴定体系的构想,并对未来如何适应新技术发展进行了展望,旨在为该行业的规范化管理提供参考。

The history and development of forensic expertise of road traffic accidents was reviewed, and the development dilemma in this field was summarized. The contradictions between the increasing need and incomplete categories of forensic expertise, as well as the rapid increase of forensic institutes and the lack of coordinated multi-disciplinary supervision were analyzed. The paper analyzed and looked forward to the future development of forensic expertise of the road traffic accidents, from the aspects of technology, management and so on. The paper also put forward the countermeasures to improve the construction of the forensic expertise of road traffic accident, from the legal basis, technical support and supervision mechanism, and the idea of actively adapting to the development of new technologies, aiming at providing reference for the standardized management of this field.
