残疾人托养专业化服务研究——以无锡市为例

残疾人托养专业化服务是残疾人事业中的重要内容,如何更好地满足残疾人的需求,为残疾人群体提供专业、优质的社会服务,是残疾人工作中需要加以认真研究和落实的问题。从无锡市残疾人服务实践来看,在取得一定成绩与经验的同时,残疾人托养专业化服务还面临着专业化服务供给精准度不够、专业化服务标准制定不细、监管评估机制匮乏、托养服务专业化人才供需失衡、托养专业化服务发展的财政限制等诸多障碍,亟须从地方化与民间性、个性化与职业化、标准化与规范化、社会化与市场化等角度构建残疾人托养专业化服务体系;破除困境、消除障碍,推动残疾人托养专业化服务的发展。
