文中主要通过介绍国际实施船舶大气污染防治背景,引出我国排放控制区的相关要求,结合现场执法工作实际,重点分析海事部门在开展燃油质量检查、监督排放控制等方面存在的问题,并提出监管对策及建议。

Through introducing the international background of the prevention and control of ship-induced air pollution, the paper presents China＇ s requirements on Emission Control Areas （ECA）. In view of the on-site maritime law enforcement, it alaalyzes the existing problems with the maritime achninistration in fuel quality inspection and enfission control, and puts forward regulatory countermeasures and suggestions.
