The Impact of Industrial Restructuring on Income Distribution under Supply-side Reform

供给侧结构性改革作为中国转型时期的重要举措,是适应和引领经济发展新常态的重大创新,将对中国结构性、体制性问题产生决定性影响。在供给侧改革对产业结构调整推进下,将促进过剩产业企业的优胜劣汰和新兴产业的培育加速发展,本文关注这些产业结构调整的过程对我国收入分配的影响。产业结构的调整伴随新技术的产生与使用,在推动技术发展和应用中,各产业对劳动力的知识结构和劳动技能需求随之发生变化,如在新兴产业产生出对大量复杂程度高的智力劳动的需求。本文基于马克思劳动价值论中的简单劳动和复杂劳动的角度,构造了产业结构变动下社会平均工资和劳动收入分布的变动模型,并结合宏观数据对供给侧改革下产业结构调整的推进会带来工资性收入分配结构的动态变化做出了分析。

Supply-Side Reform is one policy of great importance for China in transition, and one vital innovation for us to adapt to the New Normal, which would incur decisive impact on the structural and institutional issues in China. The implementation of Supply-Side Reform would push industrial restructuring forward. We focus on the impact of industrial restructuring on income distribution. Inheriting Marxist Labor Value Theory, we argue that with industrial restructuring and upgrading, new technology emerges and in its widespread use, firms would raise their demand for labor with better knowledge structure and skill set differently. With demand of labor of different complexity level both in Inter-industrial level and intra-industrial level, it produces value of different volume, thus different salary income. In sum, industrial restructuring would make an impact on income distribution.
