摘要
基于调查问卷回收数据,实证检验国家重点实验室创新资源捕获过程的影响因素,研究结果显示:自身特性和运行机制因素影响显著,嵌入环境因素存在部分影响,而关系因素无影响。此外还获得了我国国家重点实验室创新资源捕获过程仍旧依附于"资源吸引资源"的捕获体系,包括政府在内的多元主体开始对这一过程施加影响等若干重要发现。基于研究结论与发现,提出了构建国家重点实验室生态群落、完善国家重点实验室运行机制、实现国家重点实验室创新资源捕获过程的社会化嵌入、创新驱动转向和确立主体意识的政策建议。
Based on those data collected by questionnaires, empirically analyzed influence factors at state key laboratory's innovation resources capture process, the research results showed: the state key laboratory's characteristics factor and the operational mechanism factor respectively had significant effect on capture process of innovation resources in the SKL, the embedded environmental factor only had partly significant effect, the relationship factor hadn't significant effect. In addition, obtained some important discoveries: the acquisition of innovative resources in our country's state key labs still rely on the simple "resource-attracting resources" capture system, the multiple subjects concluded government begin to influence the process and so on. Based on research results and findings, this paper put forward some policy suggestions, such as constructing state key laboratory's ecological community, perfecting state key labo-ratory's operation mechanisms, realizing the socializing embed and the innovation driving swerve and establishing the subject consciousness of state key laboratory's innovation resources capture process.
