摘要
"百味盐为首",盐是中国人居家生活最重要的必需品之一。文章在简述"2016年版"盐业体制改革必要性的基础上,以那曲、昌都、林芝三地市的实地调研为依托,分析了目前西藏地区盐业管理体制存在的不足,并从科学制定农牧民加碘盐定量标准及食盐产品标准,探索建立"定点企业+跨区批发"的市场流通新模式,强化盐政执法监督和行业管理以及实现与药品同级别的市场监督管理制度等方面探寻藏区盐业体制改革的路径,以使盐业体制改革顺利推进。
"As the first of hundreds of tastes",salt is one of the most important necessities in Chinese domestic life.Based on a brief analysis about the necessity of the " 2016" reform of salt industry and their field investigation in three cities: Naqu,Changdu,and Linzhi,the authors of this paper made an analysis about the shortcomings in the management system of the current salt industry in Tibet. In addition,they tried to explore a new model of market circulation which is the"designated enterprises plus trans-regional wholesale"from scientifically setting the quantitative standards on iodized salt for farmers and herdsman and on salt products and some methods about the reform of salt industry in Tibet from strengthening the supervision of salt law enforcement and industry management in order to achieve the same level of supervision and management system as medicine market,with the aim of successfuly improving the reform of salt industry in Tibet.
