山西省农村富余劳动力就业促进问题探析

On the Promotion of the Employment of Surplus Rural Labors in Shanxi

随着经济结构的转型及城镇化进程的加快,山西省的农村富余劳动力就业促进问题日益凸显。当前,山西省除现有的显性农村富余劳动力外,还有一些尚未释放出的潜在富余劳动力,这些劳动力的就业促进工作是对政府部门的巨大挑战。而山西省现阶段农村富余劳动力就业促进工作的政策支持、公共服务及就业保护等方面,却存在着就业促进法律体系不完善、就业促进公共服务条块分割、对农村劳动力的就业保护缺乏针对性等问题,为了更好地促进庞大的农村富余劳动力实现就业,政府应该完善就业促进的法律体系、整合各项农村就业促进公共服务及增强就业保护的针对性。

With the transformation of economic structure and the acceleration of urbanization,the promotion of employment of surplus rural labors is getting more and more important. At present,besides the existing dominant rural surplus labor force,there are still some potential surplus labors that wait to be released in Shanxi. It is a huge challenge for the government to promote the employment of these workers. Meanwhile,with regard to policy support,public service and employment protection related to the promotion of employment,arise many problems,such as the imperfect of the legal system,the fragmentation of the public services,and the lack of targeted employment protection for rural labor force,and so on. So the government should improve the legal system,integrate public service of rural labor force,and enhance the pertinence of employment protection.
