推进城市公共安全治理信息化的瓶颈与路径——基于政府治理的视角

The Bottleneck and Route Choice of Promoting the Informatization of Urban Public Safety Management--Based on the Perspective of Government Governance

城市公共安全治理的信息化包括技术和制度建构两个层面的信息化。政府治理视角下的城市公共安全治理信息化,侧重于从制度建构层面推进城市公共安全治理信息化。基于政府治理的视角,当前城市公共安全治理信息化推进中面临着城市公共安全管理体制滞后缺失、公共信息资源整合共享不够、公众和社会力量参与严重不足等瓶颈。对此,必须着力于制度创新,强化信息资源整合共享和激励多元参与信息化共建共享,通过＂制度再造＂作用于信息技术创新和运作协同,推进政府主导的城市公共安全治理信息化发展。

The informatization of urban public safety management includes the informatization of technology and system construction. From the perspective of government governance, it focuses on the system construction to promote the informatization of urban public safety management. At present, there are various bottlenecks in the course of promoting its informatization, such as the lag ＆ missing of management system, insufficient resources integration ＆ share of public information, and lack of participation of social forces. Therefore, it has to innovate the system, strengthen the integration of information resources, encourage diversified participation in information sharing. As a result, promoting the informatization development of urban public security management dominated by government, through making the ＂system reconstruction＂ acting on information technology innovation and operation.
