On the Development of Industry-city Combination in the Coastal Frontier Region in Nantong in the 13th Five-year Plan

南通沿海前沿区域是传统的欠发达地区,在"十三五"期间,其发展面临着重大机遇及挑战。通过分析当前南通沿海前沿地区产城融合发展存在的主要问题:产城融合发展的规划定位衔接不紧、产城融合发展的功能配套衔接不足、产城融合发展的体制有待进一步完善、沿海产业集聚度较低、中心城镇发展定位不明确及配套功能不强等,进而提出了"十三五"推进南通沿海产城融合发展的新思路:及时出台相关推进政策,为产城融合发展提供有力保障;有区别地加速产业培育,明确园区发展方向,为产城融合发展奠定基础;紧跟国际产业发展大趋势,打造沿海特色产业集群;优化升级各级各类产业园区,强化沿海产业发展载体;突出沿海城镇特色,科学规划、系统完善沿海城镇生产和生活配套;以创新引领沿海产城融合发展,创新产城融合的体制机制,树立产城融合发展的新理念;站在世界的高度推进产城发展的空间布局,形成港、产、城相互融通、开放的产城发展新模式。

The coastal frontier region in Nantong, the traditionally undeveloped area, is facing great opportu- nities and challenges in the 13th Five-year Plan. This paper analyzes the current main problems of the indus- try-city combination development in the coastal frontier region in Nantong, such as improper planning, insuffi- cient functional establishment, imperfect mechanism, low agglomeration of the coastal industries, undefined positioning of central towns, and weak matching functions. Aiming at the above problems, the writer puts for- ward new ideas to promote the development of industry-city combination in the coastal areas in Nantong dur- ing the 13th Five-year Plan： introducing timely relative policies to provide adequate support; accelerating dis- criminatively the industry cultivation and making clear the orientation of the zones to lay the foundation; fol- lowing tightly the trend of the international industrial development to forge the characterized coastal industrial cluster; optimizing and upgrading various types of industrial zones to strengthen the carrier for the coastal in- dustrial development; highlighting the features of the coastal towns, planning scientifically and perfecting systematically the production and life matching in coastal towns; innovating mechanisms and building new ideas; promoting the spatial distribution with a global vision to form a new mode of mutual cooperation and open among ports, industries and towns.
