高校构建“不敢腐、不能腐、不想腐”综合惩防腐败机制研究

近年来,党中央提出要建立"不敢腐、不能腐、不想腐"的长效机制,对高校反腐廉政建设具有重要指导意义。构建高校综合惩防腐败机制,关键在于要把握"三不腐"机制中"一般"与"特殊"的逻辑内蕴,从而实现"三不腐"机制在高校场域的深度融合与有效内嵌。具体而言,即在坚持"三管齐下"的原则下,按照党中央统一部署突出"不敢腐"机制构建的紧迫性和优先性,并逐渐完善"不能腐"机制以最终达到"不想腐"的更高境界。同时,充分利用高校自身特色与优势来大力促进"不想腐"机制建设,保证其始终贯穿于高校反腐倡廉整个过程之中。

While making full use of the characteristics and advantages of colleges to vigorously promote the construction of ＂ do not want to rot＂ mechanism, and ensure that it always runs through the entire process of anti-corruption in universities.
