首都人口疏解的制约因素与突破思路——基于国外城市人口疏解的经验

Restriction Factors and Breaking Ideas of Capital Population Redistribution——Based on International Reference

根据首都圈人口特点,借鉴国外城市经验,提出人口疏解的突破思路。即:人地统筹,构建大区域人口协调机制;产城融合,发挥产业链"以业带人"的作用;职住平衡,提升卫星城人口"磁力";人口迁出示范,加快北京城市副中心、雄安新区建设,带动高端要素流动;生活成本阶梯化,运用经济杠杆,引导人口梯度转移。以此为首都人口问题提供决策参考,进而实现京津冀都市圈人口流动性与区域承载力的平衡,拓展人口经济密集区域人口流动问题的研究视野。

On the basis of the international advanced experience,combining the demographic characteristics of Beijing-Tianjin-Hebei metropolis circle,this paper puts forward breaking ideas on population issues：strengthening institutional coordination to address population issues systematically;fostering City-Industry integration to promote Industry-led migration;keeping work-life balance level to improve the magnetic of Satellite towns;promoting the flow of the advanced elements driven by Beijing City Vice Center and Xiong＇an New District;applying the economic lever to guide the population transfer with the ladder of life cost mode.This study could provide recommendations for capital decisions,so as to achieve the balance of labor mobility and regional capacity in Beijing-Tianjin-Hebei metropolis circle,and expand the study of population mobility issues in the labor intensive region.
