摘要
LTCI(Long-Term Care Insurance长期护理保险)法案实施以前日本在全国范围内进行了长周期、大规模和精细化的调研,创新建立LTCI资格认证制度,有效保障了日本LTCI制度的运行。基于日本参保用户标准化资格认证系统创新、资格认证流程管理、护理资源供需匹配机制和改革方向的分析,中国应立足于更加稀缺的护理资源供给和大规模的护理需求资格认证现状,建设以信息技术为支撑的护理资源供给配置型和需求服务型标准化资格认证系统,使其成为中国长期护理保险资格认证制度能够公平、高效运行的基础。
The Japan's government conducted a considerable amount number of detailed research throughout nationwide for a long time before the LTCI legislation being passed to implement. After that, certification systern, the core of the LTCI, was established which provided guarantees for the operation of LTCI. This article analyzes and evaluates insurant standardized certification system innovation ment, supply and demand matching mechanism of nursing and future trends qualification process manage- challenges. The resuhs show that basing on the current status of insufficient supply and massive demand for care resources, China should construct supply allocation of nursing resources and demand service standardized certification system supported by information technology, making it the foundation of the fair and efficient operation of long - term care insur- ance certification system in China
