改革后中国城镇医疗保障发展水平评估及演化机制的供给侧研究

Supply-front Research on the Development Evaluation and Evolution of Medical Security in Urban China

随着中国社会的发展进入新的阶段,其中涉及的各方面都面临着全新的挑战。作为保证社会稳定发展的关键制度,中国的城镇医疗保障同样面临着考验。为了保证城镇医疗保障能够回应中国社会和经济发展的需要,本文从供给侧视角出发,在回顾医疗保障的发展历程和解析当前制度设计特质的同时,通过国别比较,明确中国城镇医疗保障在国际上的相对发展水平和有待改进的问题,并利用政府公布的统计数据对中国城镇医疗保障的发展水平作出量化评估。在通过回归分析确定各个政治经济变量在影响中国城镇医疗保障发展中的权重系数后,对中国城镇医疗保障的制度性演化规律进行了归纳总结。在此基础上,依据前面的分析结果,对改革的方向提出了有针对性的建议。

As Chinese social development moves up to the new stage, its every aspect, especially the urban health ＆ medical security system, has social encountered great challenges. Based on records of China＇s health ＆ medical security system, we figure out the points that need to be improved. Though an empirical study, we reveal the mech- anism of the development of the system. After that, we illustrate the political and economic reasons that explain the necessary to deeply reform that system, and provide suggestions on improvements.
