摘要
为及时有效地控制大规模突发事件的不良影响,考虑应急响应系统中多种应急物资需求呈不确定性的特征,建立最小化总成本和总时间的多目标-两阶段临时配送中心选址和应急资源调度模型。采用相对鲁棒优化方法对模型进行求解,利用区间估计描述不确定性因素,并引入扰动系数和控制参数调节模型的鲁棒性和最优性。数值实验结果表明,该模型能有效解决需求不确定下应急资源调度网络的构建问题,且能保证应急决策良好的鲁棒性。最后,通过分析测算单目标与多目标模型下目标值的结果以及不同控制参数与扰动系数下目标值结果,进一步验证了该模型符合应急响应实际情况。
In order to control the adverse effects of large-scale emergencies timely and effectively,considering the uncertainties in the emergency response system,a multi-objective-two-stage temporary distribution center location and emergency resource scheduling model is established to minimize the total cost and the total time. The robust optimization is adopted to solve the model,in which the uncertainties are applied and also the disturbance factor and the control parameters are introduced to regulate the robust optimization of the model. The experimental results show that the proposed model can effectively solve the problem of constructing the emergency resource dispatching network with uncertain demand,and can guarantee the robustness of emergency decision-making. Finally,the results of target values under single and multi-objective models,as well as the target values under different control parameters and perturbation coefficients are calculated and analyzed,which further validates that the model is in accordance with the actual situation of emergency response.
