Study on the Development Process of American FGDC Standard and Its Implication

良性的标准化运行机制是提高标准质量和标准制定效率的保障。本文以美国FGDC的标准参考模型与标准导则为研究对象,研究了其标准制定程序与标准化运行机制,分析了其在标准审查、退回、监督、维护等环节的特点与经验,提出建立标准的多步审查机制、退回机制、全流程的监督管理、定期维护机制等优化国土资源标准化工作的建议。

A healthy operating mechanism of standardization is vital to the quality and development efficiency of standards. Taking the Standard Reference Model of FGDC and its Standard Directives as the research targets, the paper studies its standard development process and the standardization operating mechanism, analyses the characteristics and experiences in the standard reviewing, returning, supervising and maintaining, provides recommendations in establishing mechanisms of multi-step reviewing, proposal returning, whole-process supervision and regular maintenance to optimize the standard development activities in land and resources field.
