义务教育服务标准化体系建设研究

Research on the Construction of Compulsory Education Service Standardization System

作为国家长期优先发展战略之一,教育事业始终受到国家的高度关注。作为优化质量、提高效能的有效技术手段,标准化对于提升教育质量、促进教育服务均衡,提升学校管理效益有着重要的促进作用。本文以义务教育学校为主体,建立了义务教育服务标准化范畴模型,并在分析我国义务教育服务标准化现状的基础上,构建了以服务通用基础标准体系为基础、服务保障标准体系为支撑、服务提供标准体系为核心的义务教育服务标准化体系框架,基于各子体系现有国家标准和行业要求的分析,结合义务教育学校实际对各子体系的标准建设重点提出了建议,以期为义务教育服务标准化体系建设提供技术参考。

Education always draws high attention as one of the national long-term strategic priorities. Standardization, as an effective technical means to optimize quality and improve efficiency, plays an important role in improving the quality of education, promoting the balance of educational services and the efficiency of school management. This paper takes compulsory education schools as the main body, establishes the category model of compulsory education service standardization. Through the analysis on the status quo of compulsory education service standardization in our country, it constructs the standardization system framework of compulsory education service, which is based on the general and basic service standards system, supported by service guarantee standards system, and centered by service provision standards system. According to the analysis results of the existing national standards and industry requirements of each sub-system, combining with the actual situations of compulsory education schools, it proposes key suggestions on standards construction of each sub-system in order to provide technical reference for the standardization system construction of compulsory education service.
