精准扶贫战略落实与综合减贫体系构建思考

Research on the Implementation of Strategy of Targeted Poverty Reduction and the Construction of the Comprehensive Poverty Alleviation System in China

2020年是我国扶贫工作的一道分水岭。从现在到2020年之前,主要任务是深入贯彻精准扶贫战略,全面落实精准扶贫举措,确保贫困人口如期脱贫。2020年我国全面步入小康社会之后,减贫形势发生根本变化,相对贫困、散点贫困、偶发贫困、能力贫困、代际贫困和精神贫困成为新时期治理贫困的重点,新时期扶贫工作应从精准扶贫向综合减贫转型。为此,我们建议以实现"一同两融三感受"为目标,通过建立贫困标准动态调整、城乡减贫联动、扶贫社保融合、减贫良性互动"四项机制",提升贫困对象稳定增收、市场竞争、融入社会、抵御风险、自我觉醒"五项能力",采取"三步走"战略,力争在新中国成立100周年之前,建成具有中国特色的新型综合减贫体系。

The year of 2020 is the watershed of poverty reduction in China. Implementing strategy of targeted poverty reduction and extricating people off poverty on schedule will be an essential part of China＇s strategic goal to establish a well-off society by 2020. Due to the changes of poverty reduction situation, it should become the main line in the new period that the poverty governance will be from Targeted Poverty Reduction to Comprehensive Poverty Alleviation, especially focusing on relative poverty, scattered poverty, accidental poverty, capability poverty, intergenerational poverty and spiritual poverty. Therefore, aiming at the dynamic evolution of the connotation and alleviation practice of poverty, China should carry out the strategic adjustment about the goal, object and means of poverty alleviation so as to improve China＇s poverty governance system and upgrade poverty governance capacity by the time the People＇s Republic of China celebrates its centenary in 2049.
