SWOT Analysis of Xinjiang Social Capital Investment Medical Institution

本文采用分层、随机抽样的方法,通过问卷调查,对新疆非公立医疗机构开展现状调查;通过定性访谈,归纳新疆非公立医疗机构投资方的投资意愿、投资现状、融资路径以及行业管理部门对于投融资好的建议和意见。在总结新疆非公立医疗机构投融资特点和运营现状基础上应用SWOT分析法对新疆非公立医疗机构的投资环境进行深度分析。从投融资特点分析,新疆非公立医疗机构的融资以银行借贷为主,融资路径单一;从运营现状分析,新疆非公立医疗机构专科运营有特色,运营机制灵活,但运营过程资金流不足,管理机制不完善,政府的运营监管及扶持不到位。建议拓展投融资路径,倡导建立多元化投资模式,积极推行股权融资;加强对非公立医疗机构的运营的监管,进一步规范民营医疗机构的用地,加强税收和医保政策的扶持。

Objective To summarize the characteristics of investment and financing of non- public medical institutions in China. The situation analysis method （SWOT method） was used for systematic analysis. Methods The stratified and random sampling method was used to investigate the status of non-public medical institutions in Xinjiang by the questionnaire survey. The investment willingness, investment status and financing path of investors in non-public medical institutions and the good suggestions and comments on the investment and financing put forward by industry management departments in Xinjiang were summarized. The SWOT analysis method was used to analyze the investment environment of non-public medical institutions in Xinjiang In-depth analysis. Results From the characteristics of investment and financing, the non-public medical institutions in Xinjiang were mainly engaged in the financing of banks, and the financing path was single. From the analysis of the operation status, the non-public medical institutions in Xinjiang had the characteristics and the operation mechanism was flexible, but the operation flow was insufficient and the management mechanism was imperfect. The operation of supervision and support was not in place. Conclusion In particular, to promote multi-point practice policy landing, investment and financing path, to advocate the establishment of diversified investment model, actively promote equity financing , strengthen the supervision of the operation of non-public medical institutions, further regulate the use of private medical institutions and strengthen tax and health insurance policv support.
