Reformation on Local Standard and Improvement on Amendment of Standardization Law

地方标准是我国标准体系结构中极具特色的一个层级,是目前标准化改革的一个主要领域。本文从地方标准的历史、实施问题、存废问题、地方标准制定权四个方面对地方标准进行了讨论与展望,并对《标准化(修订草案)》第12条的修改进行了探讨。

As one special part of standard system in China, local standard is one of the important issues in the reformation on standardization. As well as analyzing on the Article 12 of Amendment on Standardization Law, this article provides the cliseussion and expectation on the local standard system from the perspectives of its evolution, enfozeement, persistence or abrogate, and the right to formulating local standard.
