多元族群与国家建构：清代回疆治理的问题与省思

Multi-ethnic Groups and State Construction: The Qing Dynasty's Administration over the Southern Xinjing and Its Reflection

本文以清代回疆治理为视角,就清代回疆于国家体系中的地位、清代回疆基本治策因俗而治之赓续与变异、因俗而治之下清代回疆的地域文化、回疆伊斯兰文化的政治法律功能等多方面展开多元族群背景下的国家建构问题的研究,指出清代回疆治理不乏成效,亦值得多族群关系与国家建设深鉴。清代对边疆尤其是新疆的治理为传统中国国家治理注入许多新的因素,也为我们当下的边疆治理提供了诸多启示与思考。

From the perspective of the administration of the southern Xinjiang by the Qing Dynasty,this paper explores several aspects of the issue of state construction against the background of multi-ethnic groups,such as the position of the southern Xinjiang in the national system of the Qing Dynasty,the continuation and variation of the basic policy of 'government by custom'implemented in the southern Xinjiang by the Qing court,the regional culture of the southern Xinjiang under the policy of'government by custom'and the political and legal function of Islam culture of the southern Xinjiang,etc. The paper holds that although the administration of the Qing Dynasty in the southern Xinjiang achieved some results,there are still many useful lessons to be drawn in the aspects of ethnic relation and state construction. In short,the administration of the Qing Dynasty over the border areas,especially in Xinjiang,added many new elements into the traditional state administration of China and offers useful enlightment and consideration on nowaday' s border area administration of China.
