人才培养是特色大学的根本,特色是其本色。地方特色大学要从大学的首要任务和落脚点——人才培养出发,进行人才培养的科学定位:在打造特色的同时进行为地方培养应用型人才的目标定位;特色人才的培养不是一蹴而就的,要进行分阶段定位;优势是一所大学"特色"形成的依托和保障,应进行优势定位。在科学定位的基础上,切实采取彰显地方特色大学特色的"地方性"与"独特性"的人才培养策略:依托底色,凝练人才培养特色;以区域社会发展需求为基点打造特色新专业;面向区域社会经济发展需要设计人才培养方案;以提高质量为核心,构建人才培养质量保障体系;分层次、分类别地建设师资队伍。

Talent cultivation is the fundamental characteristic of the local University,its characteristic is its true character.Local characteristic university should locate scientifically for talent cultivation is the primary task and goal of University：the target of training applied talents for the local characteristics at the same time;to cultivate the talents is not easy,to be phased location;Advantage is the support and protection for a university ＂characteristics＂,should be positioned.On the basis of scientific orientation,highlight the ＂local＂ and ＂unique＂ talent cultivation strategy：to regional social development needs as the starting point to create a new specialty;to design the training plan for the regional social and economic development needs;to build a talent training quality guarantee system,by improving the quality as the core;to build hierarchical categories of teachers.
