我国民机主制造商安全管理体系建设的思考

Study on Safety Management System of Civil Aircraft OEM in China

民用航空器安全是民机产业发展的基石,是确保民机项目商业成功的基础。本文将从民航安全管理体系管理要素出发,基于PDCA理论,并结合我国民机主制造商特点,提出民机主制造商安全管理体系的建设思路。旨在通过推进安全管理体系(SMS)建设,从系统的角度整体提升民机主制造商的安全管理水平和能力,将其安全风险控制在可接受安全水平,从而确保飞机持续安全运行。

The safety of civil aircraft is the cornerstone of the development of the commercial aircraft industry, is the basis to ensure commercial success of civil aircraft project. This article gave suggestions about the construction of the civil aircraft manufactures SMS on the basis of the ICAO requirement about SMS, and PDCA, and the characteristics of civil aircraft manufactures in china. The civil aircraft OEM enhanced the overall level of safety management and risk eontrol ability, and kept the aircraft safety risk at an acceptable level of sat^ty on the basis of the promotion of SMS construction, so as to ensured the safe operation of civil aviation.
