分层次治理创新与提升地方政府治理能力研究

A Study on Hierarchical Governance Innovation and Improving Local Government Governance Capability

国家治理体系和治理能力现代化是党和国家在新时期全面深化改革的总目标,如何在各层级政府落实这一新战略,实施治理创新将是关键之举。文章把国家治理体系划分为顶层设计式国家治理、中观管理式地方治理和底层互动式基层治理三个层面,对各个层面治理优势和局限做出具体分析和思考,重点对地方治理体系和治理能力现代化给出若干建议。

The national governance system and the modernization of governance capability are the general goals of the Party and the statecomprehensively deepening the reform in the new period. How to implement this new strategy at all levels of government, the implementa-tion of governance innovation will be the key step. This paper classifies the national governance system into three levels： top design nation-al governance, middle management local governance and bottom interactive grass-roots governance. The paper also makes a a concreteanalysis and reflection on governance advantages and limitations at all levels, and focuses on offering some suggestions to the local gover-nance system and the modernization of governance capability.
