滨海城市防洪排涝对策研究

On the Flood Control and Drainage Measures for Coastal Cities

随着滨海城市的快速发展,洪涝灾害已成为制约发展的瓶颈,防洪排涝即为其发展的重要安全保障。通过一些典型滨海城市防洪排涝的成功案例分析,研究其防洪排涝存在的主要问题,制定相应的有效对策措施,适当提高防洪排涝标准、排蓄并举、建设可持续排水系统、优化市政排水管网设计、对潮水补偿调度、加强防洪排涝工程建设与设施维护管理、建立应急抢险机制等,便可有效地改善我国滨海城市防洪排涝的现状和提升防洪排涝能力。

With the rapid development of coastal cities, flood and waterlogging are now the serious problems in these cit- ies which should be resolved. Based on the case studies of several typical coastal cities, major issues in the flood control and drainage work are discussed and corresponding treatment measures are proposed. It shows that the flood control and drainage capacity of coastal cities in China could be improved by appropriate improvement of the flood and standard, combination of drainage and storage, construction of the sustainable drainage system, drainage optimization of the mu- nicipal drainage pipe network, tidal water compensation dispatching, emphasis on the construction and maintenance management of flood control and drainage facility, and establishment of emergency schemes.
