发挥车载卫星导航系统在应急救援中的保障作用

The Safeguard Function of Vehicle Satellites Navigation System in Emergency Rescue

作为我国自行研制的全球卫星定位与通信系统,北斗卫星导航系统目前已在国防、海事、交通、农业等领域推广使用。本文从车载北斗卫星导航系统在应急救援中应用的角度出发,首先简述了国内外卫星导航系统发展历史,比较了各类系统的优缺点;随后回顾了北斗卫星导航系统在道路交通领域的应用历程;最后针对车载北斗卫星导航系统如何更好的应用于应急救援工作,重点从应急救援预案编制、预警信息发布、救援力量调度和应急救援过程管控等方面提出了若干建议和思路。

Satellite navigation system is associated with national strategic security, national economic development and civil social life. Satellite navigation system is used in one of the most advanced researching direction and applied areas around the world. Beidou navigation system （below refers to ＂Beidou＂） is a GPS and communication system made by China, and it wide- ly applied in national defense, maritime, transportation, agriculture, etc. firstly, this article introduce the history of artifi- cial satellite system all over the world, and analyzing benefits and drawbacks among them. And then, reviewing the situa- tion of Beidou applied in transportation area. Lastly, demonstrating how Beidou conducting with emergency rescue; and arti- cle gives opinion about emergency rescue plan preparation, early warning information release, rescue power dispatch and control of emergency rescue process.
