城乡居民医疗保险制度满意度研究——以湖北省鄂州市为例

Study on the Satisfaction of Medical Insurance Scheme for Urban and Rural Residents: Illustrated by Ezhou City of Hubei Province

在基本医疗保险实现城乡全覆盖之后,原有的参保率指标已经无法灵敏地反映参保人对制度的态度。为了顺利整合、完善城乡居民医疗保险制度,参保人满意度研究显得非常迫切。笔者根据医疗保险领域的"三角四方"关系,并借鉴美国顾客满意度模型的原理,构建了城乡居民医疗保险满意度结构方程模型。然后,以中部地区已经实现整合城乡居民医保的湖北省鄂州市为例,考察了参保居民对于城乡居民医保的满意度。研究结果表明,医疗保险价值感知、医疗服务价值感知、政府支持价值感知等因素对于居民的满意度有直接的正向影响,而医疗保险服务质量感知对于满意度的影响在统计上不显著。在此基础上,作者提出了提升城乡居民医保的内在价值是提高居民满意度的重中之重等政策建议。

After the full coverage of basic medical insurance,the original insurance enrollment rate is unable to reflect the attitude of the insured sensitively,thus the research on the satisfaction level of the insured residents becomes more necessary. This paper establishes the structural equation model,and take the survey data of Ezhou city in Hubei Province as an example,investigating the satisfaction level of the insured urban and rural residents＇ in URRMIS. The results show that the perception of the medical insurance value,medical service value,government support value have direct positive impacts on the satisfaction level of the insured residents to URRMIS. However,the impact of the perception of the medical insurance service quality on the satisfaction level is not significant in statistics. On the basis of that,we put forward some policy recommendations,such as,to promote the value of insurance and medical service of the URRMIS,et al.
