摘要
村干部是由村民选举产生的当家人,负责管理本村的公共事务,反映村民的意愿和利益诉求。同时,村干部也是政府在本村的代理人,负责办理政府下达的工作任务,作为中介联系着政府和村民。关于村干部的角色定位,学界观点各异。村干部承担一定的职责,相应地获取一定的报酬。村干部报酬来源于村集体经济收入和政府财政补助。而在现实中,村干部的报酬结构往往存在着一些问题。针对存在的上述问题,通过实地调研与理论探讨,从报酬角度分析村干部扮演的角色,明确村干部的定位,同时提出完善村干部报酬的建议。
village cadres are elected by the villagers of the family, responsible for the management of the village's public affairs, reflecting the wishes of the villagers and the interests of the demands. At the same time, the village cadres is also the government agent in the village, responsible for the government issued the task, as an intermediary linked to the government and the villagers. About the role orientation of village cadres, academic views are different. Village cadres assume certain responsibilities and obtain certain remu- neration accordingly. The compensation of village cadres comes from the collective income of the village and the financial subsidy of the government. In reality, there are always some problems in the compensation structure of village cadres. In view of the above problems, the author makes on-the-spot investigation and theoretical research, analyzes the role played by village cadres from the perspective of compensation, makes clear the orientation of village cadres, and puts forward suggestions to improve the remuneration of village cadres.
