A Construction of China's Foreign Regional Cooperation System:Policy Framework and Driving Mechanism

全方位对外开放新格局为中国完善对外区域合作体系建设提供了历史机遇,国际、国内区域合作的深入开展需要重点把握区域合作政策框架与驱动机制的构建。区域合作存在从自贸区、关税协定向区域公共品供给演化的趋势,要素流通、贸易条件、产品价格和技术条件等长期决定了区域产业分工和合作效用增长预期。中国对外区域合作体系建设应把握"一带一路"建设机遇,逐步完善和对接国际、国内"双向"区域合作政策框架,着力塑造区域合作贸易优势和区域性公共品供给体系,并由此带动形成优化我国产业与经济空间的良好外部环境。

Regional cooperation shows the tendency of evolution from free trade zone and tariff agreement to regional public goods supply for factors such as actor circulation,terms of trade,product prices and technical conditions can in the long term determine the regional industrial division of labor and expectations of cooperation efficiency growth. The construction of China's foreign cooperation system should cherish the opportunity of ' One Belt and One Road' to gradually improve and dock international and domestic ' two-way' regional cooperation policy framework,shape the regional trade advantages and regional public goods supply system,and thus help to realize the optimization of a favorable external environment for China 's industrial and economic space.
