摘要
目的调查北京城乡地区卫生监督协管工作现状并进行探讨。方法对北京城乡接合部三间房地区卫生监督协管服务背景及概况进行简要陈述,指出基层医疗机构人员短缺、人员收入不高、财政投入力度不足、协管员缺乏相关法律法规与专业知识及在履行职责时可能引起争议的职权问题,并针对问题提出相应的对策。结果提出加强卫生协管员队伍建设、建立健全考核标准及激励机制、提高激励效果、强化协管员相关法规与知识培训和明确协管员自身工作职能与权限等建议,以促进卫生监督协管工作顺利推进。结论北京城乡地区卫生监督协管工作开展尚存在一定困难与问题,需要进一步改进与完善。
Objective To analyze and discuss the status of health supervision assistant work in Beijing urban area. Methods A brief statement of the background and general situation of the health supervision association service pointed out the shortage of staff in primary medical institutions,personnel income was not high,the financial investment was insufficient,lack of relevant laws and regulations and professional knowledge and problems may be caused when performing duties,and provided the corresponding countermeasures for the problem were provided. Results It is necessary to strengthen the construction of health assistant management team,establish and improve the standard of assessment and incentive mechanism,improve the incentive effect,strengthen the management of relevant laws and regulations and knowledge training,define the work function and authority of the assistant manager for promoting health supervision work. Conclusion Health supervision assistant work in Beijing urban and rural areas still exists certain difficulties and problems,it need further improvement and perfection.
