文化企业认定高新技术企业的困境及对策研究——以中关村示范区为例

Research on the Difficulties and Measures of Recognizing High-Tech Enterprise in Cultural Enterprises:Taking Zhongguancun Demonstration Zone for Example

分析新修订的《高新技术企业认定管理办法》带给文化企业的机遇与挑战,研究文化企业申请高新技术企业认定存在的困境并提出解决对策。以中关村示范区文化企业申请高新技术企业认定现状为例进行了实证分析。研究结果表明,知识产权等认定条件是文化企业认定高新技术企业的最大障碍,需要提升文化企业的自主创新能力,并进一步完善相关政策。

This article analyzes the opportunities and challenges brought bythe new revision of Identification and Management of High-tech Enterprises to cultural enterprises, studies the difficulties ofrecognizinghigh-tech enterprise in cultural enterprises, proposessome countermeasures, gives empirical research on the current situation of cultural enterprisesapplying for the certification of high-tech enterprise in Zhongguancun Demonstration Zone. The results show that the judicial recognition such as intellectual property is the biggest obstacle for cultural enterprises to be recognized as high-tech enterprises, which needs enhancingthe self-innovation capability of cultural enterprises, and further improving relevant policies.
